Kyle Cavanaugh, Senior Vice President for Administration

Kyle Cavanaugh oversees Human Resource Services, the Vice President and Chief Financial Officer (CFO), the Vice President for Business Affairs, the Chief Privacy Officer, and the Chief Audit Executive. In addition to having these responsibilities for the above areas, Kyle also interfaces with all other Vice Presidents on strategic issues.

Kyle also manages Human Resource Services which includes employee and labor relations, overseeing faculty and staff training, compensation and benefits, recruitment, employment, classification, wage and benefits, retirement, employment and disciplinary action, complaints, transfers, leaves, workers compensation, and BabyGator childcare services.

The Senior Vice President's Office manages Equal Employment Opportunity at the university, and also manages the HR Forum, a monthly meeting to inform HR staff around campus on HR happenings.


Paula Varnes Fussell, Associate Vice President for Human Resource Services

Paula has over 23 years of financial and administrative experience in higher education – 17 years with the University of Florida.

The Associate Vice President oversees the administration of benefit and retirement program services for university employees. This office also oversees the administration of leave administration for the campus and the HRS Service Center.

Benefit programs include the following: health, life, long-term care, long- and short term disability, dental, cancer, and more. State retirement plans include the Florida Retirement System (FRS) Pension Plan, FRS Investment Plan, and Optional Retirement Program (ORP). The Retirement Office also oversees the administration of the FICA Alternative Plan and the Special Pay Retirement Plan.

Leave Administration covers policies related sick, vacation, and holiday leave. The Office also provides assistance with time reporting, FMLA, and other types of leave available to university employees.

The Service Center has representatives available to answer your questions about human resources information such as benefits and retirement. You may also call to request copies of various publications and forms. Service Center hours are from 7:30 a.m. to 5:30 p.m.
