UF names first VP for Human Resources
Kyle Cavanaugh, associate vice president for human resources at the University of Texas at Austin, has been named the University of Florida’s first vice president for human resources. Cavanaugh will assume the position May 1.

“Kyle Cavanaugh’s background and experience are just stellar. He’s known across the country for his human resources expertise,” President Bernie Machen said. “With more than 23,000 people employed here at the university, it’s clear why this position is so important. We’re fortunate to have someone like Kyle to fill it.”

“I am deeply honored to have been asked to join the University of Florida in this new capacity and look forward to working with and serving both faculty and staff in such a critical role,” Cavanaugh said.

As vice president for human resources, Cavanaugh will be responsible for overseeing faculty and staff training, employee and labor relations, compensation and benefits, recruitment, employment, classification, wage and benefits, retirement, employment and disciplinary action, complaints, transfers, leaves and workers compensation.

Cavanaugh has been at UT Austin since 2000. Before that, he spent two years as associate vice president for human resources at Rice University in Houston. From 1990 to 1998, he was employed at Vanderbilt University as the director of human resources. Before entering academia, Cavanaugh worked for AT&T human resources from 1985 to 1990.

He earned his bachelor’s degree in special, elementary and early childhood education from Tusculum College in Greeneville, Tenn., in 1980, and his master’s degree in special education from the University of Illinois in 1982. He received a second master’s in health promotion and exercise science from Vanderbilt in 1985, and a master’s in business administration from Belmont University in Nashville in 1994.

Cavanaugh has conducted numerous presentations on human resources, including an ongoing series for the Southern Association of College and Business Officers College Business Management Institute at the University of Kentucky.

President to survey TEAMS and USPS employees

In late March, UF will be conducting a university-wide opinion survey of all administrators and staff. The survey will ask a number of questions about employee work experiences and opinions about the functioning of the university. This is an important opportunity for employees to express their views.

Open enrollment for term life insurance is here

Open enrollment for term life insurance will be held from March 1 to 31, 2005, for all eligible employees with an FTE of .50 or greater. During the month of March, current participants may increase or decrease coverage levels, and non-participants have an opportunity to enroll.

2004 reimbursement account claim forms due by April 15

Employees who participated in a medical or dependent care reimbursement account during 2004 must submit claims by April 15, 2005. Claims may be made for money spent on medical or dependent care expenses during 2004.

Open enrollment for long-term care plan in April

During the month of April, UF is pleased to offer faculty and staff the opportunity to enroll in or enhance their long-term care coverage without going through medical screening for guaranteed benefits amounts. The open enrollment period has been scheduled for April 1 to 29, 2005, for all eligible employees with an FTE of .50 or greater.

UF employees are eligible to purchase an annual Super Pass for Silver Springs and Wild Waters for $21.30, and family members may purchase passes for $38.33 each. Interested employees may purchase a pass at Silver Springs’ Guest Relations or online by March 31, 2005.

Departments should begin planning for year-end cash-out

Departments are encouraged to begin planning now for the 2005 fiscal year-end compensatory leave cash-out for eligible USPS and TEAMS employees. The cash-out of all accrued special and overtime compensatory leave balance is tentatively scheduled for the pay period ending May 19, 2005.

Florida’s minimum wage to increase on May 2

Effective May 2, workers in the state of Florida must receive a minimum wage of at least $6.15 per hour, including new hires. Current employees making less than $6.15 per hour must have their pay increased to this amount effective May 2. Additional details about the process to effect this change will be provided at a later date in the InfoGator and on the HR web site.

myUFL Financials unavailable March 11-14

In order to complete the service pack 2 (SP2) upgrade to the myUFL Financials, UF Enterprise Systems will be “turning off” the system to end-users beginning at noon on Friday, March 11 through March 14 at 7 a.m.

Be sure to use current forms

Whether hiring an employee, writing a position description, requesting a leave balance adjustment or leave cash-out, or completing a performance appraisal, department administrators should use and submit the most recent version of these forms. To do so, Employment and Classification recommends bookmarking the Frequently Used Forms page of the HR web site and downloading the forms directly.

Unemployment Compensation—not departments—verify claims

The Agency for Workforce Innovation (AWI) is the state agency responsible for determining the validity of unemployment compensation claims. Departmental administrators are advised to contact the Unemployment Compensation office immediately if their departments receive any phone calls, documents, or forms from the AWI.
